Ukrainian leader refuses to invite Russia to Peace Summit | Caliber.Az

Ukrainian President Volodymyr Zelenskyy has stated that Russia’s participation in a potential Peace Summit would be possible only after the implementation of his “victory plan.”

President Zelenskyy emphasized that his plan contains “everything necessary to deprive Russia of any alternatives it currently relies on, except for a just peace”, Caliber.Az reports via Russian media.

“When and if the victory plan is fully implemented, we will see Russia at the summit, we will witness the realization of the formula, and we will see the complete restoration of the effectiveness of the goals and principles of the UN Charter,” he said.

On October 16, President Zelenskyy publicly unveiled his “victory plan” for the first time during a speech in the Verkhovna Rada (parliament). The plan consists of five points, including lifting restrictions on strikes against Russia and continuing “operations” on its territory. 

President Zelenskyy noted that the second, third, and fourth points of his programme contain confidential elements that have not been disclosed publicly but have been shared with Ukraine’s partners for their awareness. 

His office later clarified that these secret provisions of the “victory plan” involve strikes on Russian territory. President Zelenskyy previously tasked his team with developing another plan in case the conflict persists.
